The “Cantera” policy is an internal policy used in some football clubs that only allows the fielding of players who were born in, or trained for an extended period of time in the local community or region. An example is the Cantera policy of the Spanish football team Athletic Bilbao, which is only allowed to field players raised in or with roots in the Basque Country, a cultural-linguistic region in Spain and France.
