In Estonia, permanent residents, regardless of their citizenship status, currently have the right to vote in local council elections (municipal elections). Estonia is currently planning to amend its constitution to revoke voting rights in local elections for residents who are citizens of “aggressor states”, this impacts approximately 80,000 Russian citizens and 3,000 Belarusian citizens in Estonia. Stateless individuals (a category that includes many ethnic Russians), citizens of EU or NATO member states will not be affected. The government aims to implement this policy before the next local elections, scheduled for October 2025. The total population of ethnic Russians in Estonia is estimated to be around 296 000.
